Finding a chip can manufacturer isn't the hard part. There are hundreds of paper tube factories in China alone, and most of them will respond to an Alibaba inquiry within 24 hours with a price sheet and a brochure full of stock images.
The hard part is knowing which ones you can actually build a business on. A factory that looks capable on paper can create expensive problems at scale: quality failures in bulk that weren't visible in samples, capacity shortfalls during your peak season, or IP exposure if they supply a competitor with your design six months after your launch.
This checklist is built from real sourcing experience. Use it before you sign anything.
Food Safety and Certification Questions
1. Which food contact certifications apply to your liners and inks?
For a chip can that will contain food, the inner liner and any inks on the food-contact surface must comply with at least one major food safety standard: FDA 21 CFR (US), EU Regulation 10/2011 (Europe), or GB 4806 (China domestic market). Ask specifically which regulation, which sections, and whether they can provide a Declaration of Compliance (DoC) on letterhead.
Red flag: "We comply with food safety regulations" without specifying which ones. That sentence means nothing.
2. Do you have third-party food safety audit reports?
BRCGS, SQF, AIB, or equivalent third-party audits tell you whether an independent assessor has verified the factory's food safety management system. Self-declared compliance without a third-party audit is much weaker assurance.
3. How are migration tests conducted, and how often?
Migration testing verifies that compounds from the liner or inks don't transfer to food at harmful levels. Ask whether they conduct periodic migration testing on their liner constructions, who the lab is, and when the most recent test was run. A good factory will have reports on file for standard constructions.
Production Capacity and Reliability Questions
4. What is your monthly production capacity for chip cans at my target diameter and height?
Get a specific number—units per month, not vague language about "large-scale production." Then ask what their current utilization rate is. A factory at 90% utilization has almost no buffer for your peak order; a factory at 60% has room to absorb it.
5. What is your on-time delivery rate over the past 12 months?
Ask for documentation: a production schedule log, client references, or at minimum a clear commitment in writing. Factories with strong delivery records are comfortable sharing this. Factories with problems will deflect.
6. What happens if you miss a delivery milestone?
Get the answer before you need it. Some factories offer partial compensation for delays; most don't unless it's written into the purchase order. If your launch date is fixed, include a delay penalty clause in your contract.
Intellectual Property and Design Protection Questions
7. Do you supply other brands in my category with similar products?
You can't always get a fully honest answer here, but how the supplier responds is informative. A factory that proactively discusses their client confidentiality policy is more trustworthy than one that just says "of course we keep everything confidential."
8. Will my artwork files and design specifications be kept confidential?
Ask for a Non-Disclosure Agreement (NDA) before sharing final artwork. Most legitimate factories will sign one without difficulty. Also ask whether the design is stored exclusively on secured servers or whether it's handled by multiple staff with general access.
9. Will you register my design in China on my behalf, or can you facilitate that?
If your packaging design is distinctive, consider filing a design patent in China before your production run. This isn't required, but it gives you legal recourse if the factory or a third party copies the design. Ask whether the factory has worked with clients on this.
Quality and Process Questions
10. What are your tolerance specs for tube inner diameter and wall thickness?
A quality supplier has documented tolerances. For chip cans, reasonable specs are ±0.3mm on inner diameter and ±0.15mm on wall thickness. Looser than this will affect how consistently your filling equipment operates and how reliably the lid fits.
11. What does your in-process and pre-shipment quality control look like?
Ask what percentage of production is inspected at each stage and what defect rate is considered acceptable. Also ask whether they accept third-party inspection by a firm like SGS, Intertek, or Bureau Veritas before shipment. A factory that resists third-party inspection is a factory that isn't confident in its own output.
12. Can you provide a COA (Certificate of Analysis) for the materials in my order?
A COA documents the actual material properties (grammage, moisture content, coating weight) of the specific material lot used in your production run. This is standard practice in food packaging procurement and is required by some retailers as part of their supplier documentation. If a factory doesn't issue COAs, you have no documentation trail if a quality issue arises later.
A Note on Price and These Questions
There's an assumption that asking detailed quality and compliance questions will scare off affordable suppliers. In practice, the opposite is true. Factories with strong systems are confident answering these questions because they've invested in the infrastructure to answer them. The ones that stumble on question 1 or 2 are also the ones most likely to stumble on delivery or quality at scale.
