What "Food Grade" Actually Means for Paper Packaging
"Food grade" is a regulatory designation, not a material property. For a paper tube to be food grade, every material that contacts the food — inner liner, adhesive at the seam, cap (if it contacts food), and any coatings — must comply with food contact regulations in the target market. Inner Liner: The Critical Layer
The inner liner is the only part of the tube that contacts the food (assuming the cap is removed before consumption). Options: (1) PE-coated Kraft paper (30μm PE), suitable for dry foods with no free oils — FDA compliant, recyclability reduced because PE must be separated; (2) Aluminum foil laminate (7μm AL + PE adhesive layer), provides the highest MVTR barrier (<2 g/m²/day) and is FDA compliant for all food types, but reduces recyclability; (3) Aqueous barrier coating, a thin water-based coating that repels moisture and oils without a plastic film layer — maintains full recyclability, suitable for dry and low-moisture foods, emerging technology with fewer suppliers.
Testing Documentation: What to Request
When evaluating a food-grade tube supplier, request: (1) FDA compliance letter or EU Declaration of Compliance for the specific materials used, (2) migration test results (overall migration limit <10 mg/dm² per EU 10/2011), (3) heavy metals analysis (lead, cadmium, mercury, chromium VI), (4) microbiological testing (for any materials that are post-processed, though paper tube manufacturing typically operates above the microbial growth threshold).
